Issue: localhost:9000 is used by WordPress, not Object Storage service
Solution: Skip Object Storage tests gracefully when service is not available

- localhost:9000 Conflict: WordPress is using port 9000, so Object Storage cannot use this port
- Graceful Degradation: System continues to function without Object Storage tier
- Three-Tier Operation: NVMe + HDD + Debug Kit tiers remain functional
- Future Enhancement: Add environment variable configuration for Object Storage endpoint
